The top row of tabs are Project-Specific, this means that as your project is progressing across the different stages, this data will not differ across stages - but be relevant to the Project as a whole.

The bottom row of tabs are Stage-Specific. This means that as your project progresses between different stages, the majority of data will be carried over to the 'Next Stage', but when you edit data in these tabs under one stage; it will not retrospectively update the data in these tabs on other stages.
